A Framework to Measure Higher Education Institutions' Readiness for the Fourth Industrial Revolution

Abstract
The emergence of the Fourth Industrial Revolution (4IR) and its related technologies (e.g., artificial intelligence, blockchain, robotics, cloud computing, data sciences, virtual reality, and 3D printing) has rapidly impacted various sectors such as industry, health, business, agriculture, transportation, tourism, and education. Therefore, countries must prepare their citizens to live and work in the 4IR era. Higher Education Institutions (HEIs) are considered the key players in such a shift since they are responsible for the educational process and for preparing their graduates to deal with these technological advancements. This paper aims to develop a comprehensive framework to measure HEIs’ readiness for the 4IR era. The intended framework will serve as a conceptual model with a set of criteria/metrics that could lead HEIs to establish a response strategy for harnessing, adopting, and complying with the 4IR advanced technological capabilities, features, and requirements. The study implements a Systematic Literature Review (SLR) as its methodology. The findings have led to the development of a framework consisting of six main criteria: Strategic Approach, Curricula and Pedagogy, Infrastructure, Research and Development, and Collaboration and Partnership. Further analysis of the findings has led to identifying a set of 19 potential sub-criteria. Following a careful pooling process, each main criteria is interconnected with a set of sub-criteria or dimensions. We believe this framework and its main and sub-criteria are critical to guide HEIs to determine their positions and status concerning their readiness for the 4IR era.
