Collaboration on Handling and Preventing Corruption in the Goods and Services Sector in South Sulawesi

Abstract
Corruption cases at auction of goods and services are the second-highest case after bribery cases in Indonesia based on data from the Corruption Eradication Commission (KPK) in 2020. Therefore, continuous handling and prevention are needed in their implementation. This study aims to describe and analyze the collaboration process between stakeholders in preventing and handling corruption in the goods and services auction sector in South Sulawesi.This study uses a qualitative approach. Data was collected through in-depth interviews, observation and documentation studies. Data processing and analysis techniques were carried out in three stages: data reduction, presentation, and conclusion drawing. The results of this study indicate that the collaborative process of preventing and handling corruption in the goods and services sector in South Sulawesi by relevant stakeholders has been carried out by (1) face-to-face dialogue between local governments, police, business people, journalists and non-governmental organizations (NGOs) regularly and conduct an internal coordination meeting for implementing the auction of goods and services by inviting the Executor, Supervisor, Commitment Making Officer, Head of Division and Staff. (2) Building trust, by implementing an electronic system, involving the community in monitoring and responding to any questions and criticisms. (3) Commitment to the process is built by implementing a Presidential Regulation related to auctions of goods and services as a standard guideline, strengthening professional code of ethics and a structural approach and jointly evaluating/monitoring activities, both in terms of requirements and spontaneously (4) Joint Understanding of Units The Government's Goods/Services Procurement Work (UKPBJ) with the regional police (Polda/Polres), the Prosecutor's Office, and the People's Representatives and Non-Governmental Organizations are built to regularly hold meetings to discuss evaluating the auction model of goods and services. Furthermore, (5) the intermediate outcome is the more open supervision of the public's auction of goods and services
