FISCAL STIMULUS IN ECONOMIC RECOVERY from a Neo-Marxist Perspective : A Panel Data Investigation Indonesia and Japan

Abstract
This study aims to analyze fiscal stimulus's effect on economic recovery from a Neo-Marxist perspective. The research method used is a quantitative approach through panel data regression analysis with the help of the E-views10 tool in the type of comparative study research between Indonesia and Japan in the 2014-2021 timeframe. The year of the analysis was divided into four (4) quarters so that the total number of observation samples was 64. Furthermore, explanations derived from secondary data sources in the form of official documents with related literature add depth to the analysis of the results of statistical data processing. The results showed that the fiscal stimulus of the non-health sector has an effect but is negative on economic recovery. In contrast, the fiscal stimulus in the health sector positively impacts economic recovery. Therefore, overall fiscal stimulus between the health and non-health sectors can positively influence the country's economic recovery during the global financial crisis. Based on the results of statistical data processing, the limit for state intervention is if the fiscal stimulus is below 65.66%, then the policy is categorized as low. The policy includes high state intervention if the percentage is above 82.83%. Based on the investigation of panel data, the categorization of neo-Marxist government intervention policies through Keynesian fiscal stimulus policies in the Indonesian state is in the high category, and the Japanese state is in a low category.
