Measuring the impact of financial discipline in maximizing public revenues in Iraq for the period (2004-2021)

Abstract
The state's public revenues are affected by the rise and fall of oil revenues, which constitutes economic instability. Financial discipline is considered one of the most important goals that oil-producing countries seek, because it achieves maximization of revenues and financial sustainability, and reduces the risks of oil price fluctuations. The research aims to maximize government revenues fromDuring the financial discipline policy in Iraq for the period (2004/2021), as a result of Iraq’s reliance on its public revenues from one source, which is oil revenues, at a rate exceeding (90%) of total revenues, and thus entering into filling the deficit in the general budget, therefore, the discipline policyFinancial means that the government is able to maintain its financial policies in a clear and consistent manner in accordance with the approved financial rules to achieve financial discipline capable of maximizing the Iraqi government’s revenues and diversifying its sources, by measuring the impact of financial discipline in maximizing public revenues in Iraq and estimating the relationship in the short and long term using...Autoregressive distributed lag (ARDL) model.
