Policy Implementation Analysis of Upskilling and Reskilling Programs in the Concept of Independent Learning in West Java Province

Abstract
Vocational High Schools (SMK) which are expected to produce graduates who are ready to compete in the
world of work, are considered unable to make a high contribution. Data from the Central Bureau of
Statistics (BPS) in West Java, shows that the highest unemployment rate is obtained from SMK graduates.
Teachers as the main contributors for students should be able to increase their capacity and capability as
professional teachers as well as to improve student achievement. Therefore, the government gives special
attention through a strategic program called Upskilling and Reskilling in order to improve the competence
of SMK teachers, by applying the concept of Independent Learning which is a solution to today's learning
needs. The purpose of this study is to analyze the implementation of policies, as well as analyze the
supporting and inhibiting factors of policy implementation in improving learning competencies (upskilling
and reskilling programs) in the concept of Independent Learning in West Java Province. The theory of
policy implementation from Charles O. Jones which focuses on organizational, interpretation, and
application aspects using qualitative descriptive research methods, and data triangulation analysis
techniques are used for this research. The results showed that the implementation of the Upskilling and
Reskilling program was effective in improving the competence of SMK teachers and being able to realize
the concept of Independent Learning. As a reflection, the concept of Independent Learning in the aspect
of public policy requires synergy from various stakeholders in order to run effectively and efficiently.
