This research is focused on studying capacity building for tourism village development at the Bandung Regency Culture and Tourism Office with the formulation of the problem. The approach used is a qualitative approach with exploratory qualitative analysis methods.This study concludes that the ineffective capacity building of tourism village development at the Bandung Regency Culture and Tourism Office is a result of the underutilization of capacity building elements, such as goals, strategies, organizational skills, human resources, systems and infrastructure, organizational structure, and culture. In light of this, capacity building for tourism village development at the Bandung Regency Culture and Tourism Office will be effective through the application of the following capacity building elements: ambitions, strategies, organizational skills, human resources, systems and infrastructure, organizational structure, culture, systems budgeting, and collaboration
